PROBLEM TO BE SOLVED: To provide a technique capable of outputting light satisfactorily evenly to a plurality of output waveguides.SOLUTION: The optical coupler has a flat output end face 22b. The length between end parts 22a1 and 22a2 of an input end face 22a and the output end face 22b is longer than the length between the center of the input end face 22a and the output end face 22b. The length between the center of the input end face 22a and the output end face 22b is constant all over the center.
