Summary:PROBLEM TO BE SOLVED: To execute efficient shortwave communication.SOLUTION: When carrying out a radio communication using the ionosphere over the sea, a base station acquires an ionosphere map which represents radio wave strength among the positions. The base station identifies first ships which have succeeded in the radio communication and a second ship which has failed in the radio communication. Subsequently, the base station identifies a third ship which is capable of performing a communication with the second ship from the first ships based on the ionosphere map. And subsequently, the base station causes the identified third ship which is capable of performing a communication to relay the transmission of a radio signal to the second ship.SELECTED DRAWING: Figure 1 【課題】効率的な短波通信を実行することを課題とする。【解決手段】基地局は、海上における電離層を利用した無線通信に際しての各位置間の電波強度を示す電離層マップを取得する。そして、基地局は、無線通信が成功した第一の船舶と無線通信が失敗した第二の船舶を特定する。続いて、基地局は、電離層マップに基づいて、第一の船舶の中から第二の船舶と通信可能な第三の船舶を特定する。その後、基地局は、特定した通信可能な第三の船舶に対して、第二の船舶への無線信号を中継送信させる。【選択図】図1
