PROBLEM TO BE SOLVED: To provide a technology that realizes a cooling device having a simple structure.SOLUTION: A cooling device according to one embodiment includes: a first plate 30, a second plate 31, a passage formed between the first plate 30 and the second plate 31, and a seal part 40. The first plate 30 has a partition wall 34 protruding from one side. The second plate 31 is positioned on one surface side of the first plate 30 and fixed to the first plate 30. The passage includes: an inflow side passage 32a connected to an inflow port 36; and an outflow side passage 32b connected to an outflow port 37. The inflow side passage 32a and the outflow side passage 32b are adjacent through the partition wall 34. The seal part 40 closes a gap between the partition wall 34 and the second plate 31. The seal part 40 has a first inclined surface 41 facing the inflow side passage 32a.
