PROBLEM TO BE SOLVED: To provide a portable holding/cutter device in which a dirt or the like does not stick to an adhesive surface when carried, a cutting blade is not exposed to the outside, and even in a case where an adhesive band piece for a slip is wound in a roll and is held, swelling of the roll caused by peeling at a middle part of a winding portion does not occur.SOLUTION: A device includes a tubular enclosure 1, a part of a peripheral part being opened, a lid part 3 which closes the opening part for opening/closing being provided, and both end surfaces closed with an end plate, a reel 11 of an adhesive band piece which is housed in the enclosure and pivoted on both end plates of the enclosure for rotation, a reel rotation stop member 7 which is formed at the peripheral part of the enclosure for pressing the reel, a single direction rotational mechanism of the reel which is formed at a flange part of the reel and the inside surface of the end plate of the enclosure, and a band piece cutting blade 5 provided at a tip end of the lid part. A viscous material that applies viscous friction to a side part of the adhesive band piece that is wound on the reel, is attached to the inside surface of the flange part of the reel. When cutting the adhesive band piece, rotation of the reel is stopped by pressing of the reel rotation stop member.SELECTED DRAWING: Figure 1 【課題】携行時に粘着面にゴミ等が付着せず、切断刃も外部に露出せず、付箋用の粘着性帯片をロール状に巻回して保持した場合にも巻回部分の中途部の剥がれによるロールの膨らみが生じない携帯用保持・カッター装置を提供する。【解決手段】周部の一部が開口し、この開口部を蓋閉する開閉可能な蓋部３を備え、両端面が端板で閉塞された筒状筐体１と、筐体内に収容され、かつ、該筐体の両端板に回転可能に軸支された粘着性帯片のリール１１と、筐体の周部に形成され、かつリールを押さえ付けるリール回転止め部材７と、筐体の端板の内面およびリールのつば部に形成された該リールの一方向回転機構と、蓋部の先端に設けられた帯片切断刃５とを有し、リールのつば部内面には該リールに巻回された粘着性帯片の側部に対して粘性摩擦を加える粘性材が付着されており、粘着性帯片の切断の際にはリール回転止め部材の押付けでリールの回転を止める。【選択図】図１
