Summary:PROBLEM TO BE SOLVED: To provide an electric power converter and a railway vehicle capable of effectively supplying traveling air to an air receiving part and ensuring a desired cooling performance.SOLUTION: An electric power converter according to an embodiment comprises: a semiconductor device; an air receiving part; an air guiding guide; and a flange part. The semiconductor device can output electric power driving a vehicle. The air receiving part is connected to the semiconductor device. Provided that an assumed vehicle travel direction is a first direction and a direction orthogonal to the first direction is a second direction, the air guiding guide is disposed to face the air receiving part in the second direction, and out of two end portions in the first direction, the end portion close to a central portion of the air receiving part is defined as a first end portion while the opposite end portion to the first end portion is defined as a second end portion. The flange part extends from the second end portion of the air guiding guide to an opposite side to an air receiving part side.
