Summary:PROBLEM TO BE SOLVED: To provide a power storage control system capable of controlling charging/discharging of a secondary battery even under communication abnormality.SOLUTION: A power storage control system 100 is a system which has a secondary battery 11 and controls a power storage device 1 provided to a customer's facility. The power storage control system 100 includes a communication unit 21 (first communication unit), a second creation unit 32 (creation unit), and a power storage control unit 22. The communication unit 21 is configured to be capable of communicating with a communication unit 13 (second communication unit) possessed by the power storage device 1. The second creation unit 32 creates an auxiliary control instruction indicating an operation instruction content to the power storage device 1 when abnormality occurs in the communication between the communication unit 21 and the communication unit 13.
