The external additive 12 includes titanium oxide particles 12a, a metal hydroxide layer, and a coat layer 12b. The metal hydroxide layer is formed on the surface of the titanium oxide particles 12a. At least part of the coat layer 12b is formed on the surface of the metal hydroxide layer.
