Summary:PROBLEM TO BE SOLVED: To provide a passer-by determination system and a passer-by determination method that accurately distinguish an authentication object person from a non-authentication object person and have the authentication object person authenticated at the time of human body communication authentication.SOLUTION: A passer-by determination system 1 of the present invention comprises: a mat sensor 3 laid at each of an entrance 13a and an exit 13b for passers-by 14a and 14b; an area detection sensor 4 for detecting the passers-by 14a and 14b; and a passer-by determination unit 2.
