Summary:PROBLEM TO BE SOLVED: To provide a manufacturing apparatus and a manufacturing method of an intermittent optical fiber ribbon which is easy to separate and easy to handle when being twisted and bent, by only making a cut in the optical fiber ribbon.SOLUTION: The manufacturing apparatus includes a cutting device 200 which makes intermittent cuts in a common coating in the longitudinal direction between plural stings of neighboring optical fiber core wires aligned in a state of being in contact with each other and outer surfaces of which being integrated by the common coating. The cutting device 200 includes: a plurality of circular blades 10, 10' each having a cutting blade on a part of the outer periphery thereof and a shaft-direction thickness of an integer multiple of an outer diameter of the optical fiber core wire at a shaft insertion part; and two parallel rotation shafts 20, 20'. The plurality of circular blades 10, 10' are arranged next to each other on the respective rotation shafts 20, 20 so that the cutting blades of the plurality of circular blades 10, 10' oppose to each other.
