Summary:PROBLEM TO BE SOLVED: To form a high-quality image without unevenness in image density, white void image, and image blur on a concavo-convex recording material irrespective of whether a toner is deteriorated or not.SOLUTION: An image forming apparatus measures the image density A of a transfer image (S5) to determine whether the image density A is equal to or larger than a predetermined lower limit (S6); when a toner is not deteriorated, sets the waveform of a transfer bias to a waveform 1 (S7); and when the toner is deteriorated, sets the waveform of the transfer bias to a waveform 2 (S8).
