PROBLEM TO BE SOLVED: To provide a reactive power cooperative control device capable of issuing target voltage change request information at appropriate timing, and a power control system comprising the reactive power cooperative control device.SOLUTION: A reactive power cooperative control device 50 is provided in a system (such as a decentralized power generation system) comprising a plurality of voltage control apparatuses (PV-PCS 32) that are connected with a distribution line (low-voltage distribution line 31) and adjust reactive power so that a voltage measurement value at the apparatus end is maintained within a preset target voltage range. The reactive power cooperative control device comprises: information generation means (an arithmetic processing unit 52) for generating target voltage change request information for requesting to change the target voltage range of the other voltage control apparatuses other than a voltage control apparatus if the voltage control apparatus has satisfied prescribed conditions; and information transmission means (the arithmetic processing unit 52 and a communication unit 55) for transmitting the generated target voltage change request information.
