PROBLEM TO BE SOLVED: To provide an image forming apparatus that is provided with a cleaner-less system and applies a bias to a regulating member, and suppresses a phenomenon where a powder of a recording material is inserted into between the regulating member and a developer carrier to disturb a toner layer.SOLUTION: An image forming apparatus 100 comprises: a photoreceptor drum 1; a developing sleeve 31; a regulating blade 33, and a regulating power source 52 that applies a bias to the regulating blade 33 with the same polarity as that of a toner t on the surface of the developing sleeve 31 during a developing operation. The image forming apparatus recovers the toner t remaining on the surface of the photoreceptor drum 1 with the developing sleeve 31 after a toner image on the photoreceptor drum 1 is transferred to a recording material, and at a timing at which the developing sleeve 31 is driven other than during the developing operation, sets a potential difference between the regulating blade 33 and the developing sleeve 31 to a potential difference lower than a potential difference during the developing operation or applies a voltage with a polarity reverse to that of the toner t with respect to the developing sleeve 31 to the regulating blade 33.SELECTED DRAWING: Figure 4 【課題】クリーナレスシステムが適用され、かつ、規制部材にバイアス印加する構成において、記録材の粉が規制部材と現像剤担持体の間に挟まってトナー層が乱される現象が抑制される画像形成装置を提供する。【解決手段】感光体ドラム１と、現像スリーブ３１と、規制ブレード３３と、現像動作のときに、現像スリーブ３１の表面のトナーｔと同極性で規制ブレード３３にバイアスを印加する規制電源５２と、を備え、感光体ドラム１のトナー像が記録材に転写された後に、感光体ドラム１の表面に残留したトナーｔを現像スリーブ３１によって回収し、現像動作以外のときで現像スリーブ３１が駆動するタイミングのときに、規制ブレード３３と現像スリーブ３１との電位差を現像動作のときの電位差よりも低い電位差に設定、又は、現像スリーブ３１に対してトナーｔと逆極性の電圧を規制ブレード３３に印加する画像形成装置１００を構成した。【選択図】 図４
