Each of the coordination gateway units 14, 24, 34 has an identifier conversion section 142, protocol conversion section 143, in-network communication section 144, inter-network communication section 145, and a control section 146. The control section 146, when an outer-network server device is set to transmission destination information in a telegraphic message received by the in-network communication section 144, performs a control so that the inter-network communication section 145 performs communication after processing of the identifier conversion section 142 and protocol conversion section 143.
