Summary:PROBLEM TO BE SOLVED: To provide a carrier for electrostatic charge image development that suppresses an influence of environment to provide stable images.SOLUTION: There is provided a carrier for electrostatic charge image development including core particles and a resin coating layer that coats each of the core particles, where the resin coating layer contains a cationic surfactant and an anionic surfactant, and the total content of the cationic surfactant and the anionic surfactant in the resin coating layer is 0.1 to 6.0 mass% of the entire resin coating layer.
