PROBLEM TO BE SOLVED: To provide a device and a method for producing a top texture for a tire member, which can more suppress occurrence of defects to the top texture due to rubber attachment than prior arts.SOLUTION: A device for producing a top texture for a tire member includes: a rubber feed part having an extruder for extruding a feed rubber at a prescribed temperature, and a cutter blade for cutting the feed rubber in a prescribed width; a calendar roll for producing the top texture by rolling a bank rubber and topping it on the upper and lower surfaces of a dip texture; a rubber amount detection sensor for detecting the amount of the bank rubber; a temperature detection sensor for detecting the temperature of the bank rubber; a rubber amount adjustment means for adjusting the amount of the feed rubber according to the detected amount of the bank rubber; and a temperature adjustment means for adjusting the temperature of the feed rubber according to the detected temperature of the bank rubber.
