Summary:PROBLEM TO BE SOLVED: To suitably select a base station device to which a terminal device is to belong from a plurality of base station devices using the same frequency channel; and enable each base station to perform transmission that suppresses influence of interception of an obstacle to the minimum and suppresses interference, to a terminal device belonging to the base station device.SOLUTION: A control station device 100 divides a plurality of base station devices 11 to 19 into a plurality of cell groups, on the basis of base station information and terminal information; performs control of determining, on the basis of the terminal information, a base station device in the cell group to which terminal devices 21 to 28 are to individually belong; performs, for each cell group, control of making communication areas of base station devices to which terminal devices belong separate from each other by selecting a transmission method or adjusting transmission power; performs control of allocating, for each cell group to which terminal devices belong, a time-divided transmission period, and control of simultaneous transmission of the base station device to which terminal devices belong in a transmission period of each cell group; and replaces the base station device in the cell group to which the terminal device belong, depending on a variation in terminal information reported from the terminal device.SELECTED DRAWING: Figure 1 【課題】同一周波数チャネルを用いる複数の基地局装置の中から端末装置が帰属する基地局装置を適宜選択し、それぞれ帰属する端末装置に対して、障害物による遮蔽の影響を最小限に抑え、かつ、干渉を抑えた送信を可能とする。【解決手段】制御局装置100は、基地局情報及び端末情報に基づいて複数の基地局装置11〜19を複数のセルグループに分割し、端末情報に基づいて端末装置21〜28が帰属するセルグループの基地局装置を決定する制御を行い、送信方法の選択又は送信電力の調整により、セルグループごとに端末装置が帰属する基地局装置の通信エリアを分離させる制御を行い、端末装置が帰属するセルグループごとに時分割で送信期間を割り当て、セルグループごとの送信期間に端末装置が帰属する基地局装置が同時に送信する制御を行い、端末装置から通知される端末情報の変化に応じて、端末装置が帰属するセルグループの基地局装置を変更する。【選択図】図1
