Summary:PROBLEM TO BE SOLVED: To provide a method and device contributing to determination of a back-off time that is adapted to traffic burst in future.SOLUTION: A control device (mobile management node) acquires predicted signal distribution indicating distribution of the number of control signals to be generated in future as functions of a time (401). The control device further determines a back-off time that is charged to a radio terminal to be backed off in such a manner that future transmission timing of a control signal by the radio terminal does not overlap a period (D1) in which the number of control signals to be generated per unit time exceeds a reference value (N1) in the predicted signal distribution (402).
