PROBLEM TO BE SOLVED: To improve desired signal reception quality in a peripheral cell which is a connection destination after connection switching in an off-load technique that makes a user device switch connection from a prescribed cell to the peripheral cell.SOLUTION: A base station is used in a mobile communication system that supports CRE technique to make a user device switch connection from a prescribed cell to a peripheral cell on the basis of a CRE offset value.
