Summary: | PROBLEM TO BE SOLVED: To improve desired signal reception quality in a peripheral cell which is a connection destination after connection switching in an off-load technique that makes a user device switch connection from a prescribed cell to the peripheral cell.SOLUTION: A base station is used in a mobile communication system that supports CRE technique to make a user device switch connection from a prescribed cell to a peripheral cell on the basis of a CRE offset value. The base station comprises: reception means for receiving first desired signal reception quality from the user device connected with the prescribed cell formed by the base station; and calculation means for calculating the CRE offset value so that second desired signal reception quality is larger than a prescribed threshold value on the basis of the first desired signal reception quality received by the reception means, the second desired signal reception quality being desired signal reception quality at a peripheral cell on the assumption that the user device connected with the peripheral cell.SELECTED DRAWING: Figure 5
