PROBLEM TO BE SOLVED: To provide a technique to achieve band distribution control based on throughput.SOLUTION: An aspect of the present invention is a base station including: a radio communication control unit for controlling radio communication with a mobile station via a plurality of cells; and a throughput estimation unit for estimating throughput of the cells on the basis of the reception quality of the cells reported by the mobile station, the operation bandwidth of the cells, and the number of mobile stations wirelessly communicating with the cells.
