PROBLEM TO BE SOLVED: To provide: a water repellent paste for a gas diffusion layer suitable for a gas diffusion layer for a fuel cell which is excellent in flow characteristics and coating properties with respect to a base material (reduction in permeation amount, and occurrence of pin holes); and a fuel cell using the water repellent paste which has satisfactory power generation characteristics.SOLUTION: A water repellent paste for a gas diffusion layer contains carbon black, a fluorine-based resin dispersion liquid, a surfactant, and water. The surfactant is a nonionic surfactant having an HLB value of 14-20.
