PROBLEM TO BE SOLVED: To provide a cleaning device capable of suppressing the deterioration of cleaning performance by maintaining the contact property between a belt member and a counter roller; and an image forming apparatus.SOLUTION: A cleaning device comprises: a first cleaning member on which a voltage with a reverse polarity is applied; a first counter roller that is counter to the first cleaning member with a belt member interposed therebetween; a second cleaning member, on which a voltage with a normal charge polarity is applied, upstream of the first cleaning member; a second counter roller that is counter to the second cleaning member with the belt member interposed therebetween; a third cleaning member, on which a voltage with a reverse polarity is applied, upstream of the second cleaning member; and a third counter roller that is counter to the third cleaning member with the belt member interposed therebetween.
