PROBLEM TO BE SOLVED: To improve an advertisement effect and efficiently distribute advertisements.SOLUTION: A distribution device includes a reception unit, a determination unit, and a distribution unit. The reception unit receives submission of moving images displayed in a predetermined display frame of a content. The determination unit determines the display order of the moving images on the basis of index information indicating a reaction of a user to the moving images received by the reception unit.
