PROBLEM TO BE SOLVED: To keep an image recognition rate high even when a transmitted video signal changes real time in image communication in which the video signal is transmitted after going through encoding processing and image recognition processing is applied to an image obtained by decoding the video signal.SOLUTION: An image communication device comprises: an encoding unit for transmitting a coded stream by applying encoding processing on the basis of a calculated coded mode to an input video signal; a decoding unit for outputting a decoded image by applying decoding processing to the received coded stream; and an image recognition unit for applying image recognition processing to the decoded image.
