Summary:PROBLEM TO BE SOLVED: To provide best-effort communication services that maintain fairness of the services for small-traffic communication users and increase utilization efficiency of shared lines.SOLUTION: A communication control method allocates traffic to a plurality of users by distributing total traffic BT capable of communication using a line bandwidth B per prescribed control cycle T, and within the range of traffic allocated to each user, transfers, by a communication control unit, packets between each user and a relay network. A traffic management unit sets, as unit traffic, BT/(Mn) which is obtained by dividing the total traffic BT by M, where M is an integer of two or more, and further dividing the resultant value by the number of communicating users n, pays out one unit traffic to each communicating user at the start point of each control cycle T, and pays out one unit traffic from remaining unpaid traffic to each user on a first-come-first-served basis when the communication control unit requests additional payout of unit traffic to users.SELECTED DRAWING: Figure 2 【課題】少量通信ユーザに対するサービスの公平性を保ちつつ、シェアされる回線の利用効率を高めることが可能なベストエフォート型通信サービスを提供する。【解決手段】所定の制御周期T毎に、回線の帯域幅Bで通信可能な総通信量BTを複数ユーザに分配して通信量を割り当て、通信制御部が、各ユーザに割り当てられた通信量の範囲内で、当該ユーザと中継網との間のパケット転送を実行する通信制御方法であって、通信量管理部が、総通信量BTをM等分(Mは2以上の整数)した値を、通信中のユーザ数nで除した値であるBT/(Mn)を単位通信量として設定し、制御周期T毎の開始時点で通信中の各ユーザに単位通信量を1つずつ払い出し、通信制御部から、ユーザへの単位通信量の追加払い出しが要求されたときに、残っている未払い出しの単位通信量を1つずつ各ユーザに先着順に払い出す。【選択図】図2
