PROBLEM TO BE SOLVED: To provide best-effort communication services that maintain fairness of the services for small-traffic communication users and increase utilization efficiency of shared lines.SOLUTION: A communication control method allocates traffic to a plurality of users by distributing total traffic BT capable of communication using a line bandwidth B per prescribed control cycle T, and within the range of traffic allocated to each user, transfers, by a communication control unit, packets between each user and a relay network.
