PROBLEM TO BE SOLVED: To provide a method for a party which manages user mobile stations to control the use of mobile stations.SOLUTION: There exists a sever between a party which manages mobile stations and a target mobile station. When receiving an access request from the party, the server authenticates the party. The server receives a selective availability attributes regarding the operation of the management-target mobile station from the party. The selective availability attributes indicates functions that are available on the target mobile station under conditions to enable or disable the operation of the target mobile station and plurality of conditions to enable the target mobile station. The server determines when the target mobile station can be operated and downloads the selective availability attributes to the target mobile station if the target mobile station is available. The target mobile station updates the selective availability attributes held inside of it. 【課題】ユーザの移動局を管理するパーティーが移動局の使用を制御する方法を提供する。【解決手段】移動局を管理するパーティーと、その目標移動局との間にサーバが介在する。サーバがパーティーからアクセス要求を受信すると、そのパーティーを認証する。サーバは、パーティーから管理目標の移動局の操作に関する選択的な有効性属性を受信する。選択的な有効性属性は、目標移動局の操作をイネーブルあるいはディスエーブルする条件、及び目標移動局をイネーブする場合に複数の条件の下の目標移動局で利用可能な機能を示す。サーバは、目標移動局がいつ操作可能かを決定し、目標移動局が使用可能の場合に、目標移動局へ選択的な有効性属性をダウンロードし、目標移動局は内部に保持する選択的な有効性属性を更新する。【選択図】図２
