Summary:PROBLEM TO BE SOLVED: To provide an image holding body device configured to remove many foreign substances sticking to a charging member from the charging member, and an image forming apparatus.SOLUTION: When a peripheral speed of a charging member 20 is Vb and a peripheral speed of an image holding body 18 is Vp, an expression (1) is satisfied. A foreign substance 200 is rubbed by an outer peripheral surface of the image holding body 18, to apply separation force to the foreign substance 200 to be separated from an outer peripheral surface of an elastic member 76. Many foreign substances 200 sticking to the elastic member 76 (charging member 20) are removed from the charging member 20, accordingly. 【課題】帯電部材に付着した多数の異物を、帯電部材から取り除くことができる像保持体装置、及び画像形成装置を得る。【解決手段】帯電部材２０の周速度Ｖｂとし、像保持体１８の周速度Ｖｐとした場合に、式（１）が満たされているため、異物２００が像保持体１８の外周面によって擦られ、異物２００に弾性部材７６の外周面から剥離しようとする剥離力が作用する。これにより、弾性部材７６（帯電部材２０）に付着した多数の異物２００が、帯電部材２０から取り除かれる。【選択図】図１
