PROBLEM TO BE SOLVED: To solve the problem that an imaging apparatus is disabled from capturing an image including a face available for collation or the like by placing an obstacle in an imaging region to be captured by the imaging apparatus.SOLUTION: An obstacle determination device includes: a mobile identification section for identifying a mobile moving in a predetermined imaging region on the basis of at least one of a plurality of images obtained by capturing the imaging region; an image comparison section for comparing at least one image with a predetermined reference background image while excluding the mobile identified by the mobile identification section; and an obstacle determination section for determining whether an obstacle is present in the imaging region on the basis of a result of the comparison by the image comparison section. 【課題】撮像装置により撮像される撮影領域に障害物が置かれることで、撮像装置が照合などに用いることができる顔を含む画像を撮像できなくなる場合がある。【解決手段】障害物判定装置は、予め定められた撮像領域が撮像された複数の画像の少なくとも１つの画像に基づいて、撮像領域を移動する移動体を特定する移動体特定部と、移動体特定部により特定された移動体を除外して、少なくとも１つの画像を予め定められた基準背景画像と比較する画像比較部と、画像比較部による比較結果に基づいて、撮像領域に障害物が存在するか否かを判定する障害物判定部とを備える。【選択図】図５
