Summary:PROBLEM TO BE SOLVED: To provide a charging member that can suppress the occurrence of image defects and contamination of a photoreceptor to provide good image quality, even when attached to a process cartridge or an image forming apparatus and left unused for a long period, when used after the unused period.SOLUTION: There is provided a charging member that has a conductive support 31 and an elastic layer 33 provided on the conductive support 31, where the elastic layer 33 has a permanent compression set (Cs1) of 20% or less; when the permanent compression set of the elastic layer 33 after being heated at 120°C for 24 hours is Cs2, Cs1-Cs2 is 10% or less; and the elastic layer 33 has a degree of swelling of 2.0% or less. 【課題】プロセスカートリッジ又は画像形成装置に装着された状態で長期間未使用状態にあっても、その後の使用において、画質不良及び感光体汚染の発生が抑制され、良好な画質が得られる帯電部材の提供。【解決手段】導電性支持体31と、導電性支持体31上に設けられる弾性層33とを有し、弾性層33の圧縮永久歪量(Cs1)が20%以下であり、弾性層33を120℃で24時間加熱した後の圧縮永久歪量をCs2としたときにCs1−Cs2が10%以下であり、弾性層33の膨潤度が2.0%以下である帯電部材。【選択図】図1
