PROBLEM TO BE SOLVED: To provide a sheet conveying device and an image forming apparatus capable of suppressing a conveyance failure such as non-conveyance of a sheet.SOLUTION: A sheet conveying device 200 includes: an attraction/separation unit 110 which has an attraction belt 2 arranged so as to face an upper surface of a loaded sheet bundle 1 to attract the uppermost sheet 1a of the sheet bundle 1, and which is configured so that the attraction belt 2 can be reciprocated between an attraction position where the uppermost sheet 1a of the sheet bundle 1 is attracted by the attraction belt 2 and a conveyance position which is more separated from the sheet bundle 1 than the attraction position where the uppermost sheet 1a attracted by the attraction belt is conveyed; and a sheet material storing part for loading and storing the sheet bundle 1.
