Summary: | PROBLEM TO BE SOLVED: To provide: a method for forming a surface-coating film which is arranged so that a surface-coating film is formed by a simple manner and therefore, the manufacturing cost of finished products can be reduced, and which can offer a finished product superior in performance such as carrier lifetime; and a solar battery having a surface-coating film formed by such a method for forming a surface-coating film.SOLUTION: A method for forming a surface-coating film comprises the steps of: forming a coating film by use of a composition for surface-coating film formation which includes a compound component for surface-coating film formation and an organic solvent component; and then, sintering the coating film to form the surface-coating film. In the method, the compound component for surface-coating film formation includes a compound including an element selected from Si, Ti and Zr, and capable of being dissolved in the organic solvent component, and a compound including an element selected from metal elements having a valence of 3, and capable of being dissolved in the organic solvent component.
