PROBLEM TO BE SOLVED: To provide a network device, radio base station, user device, and mobile communication method that are able to quickly recover from a state of being impossible to originate and receive calls to/from a user device due to P-CSCF failure regardless of an implementation situation of the user device or while avoiding congestion of a communication path and a device.SOLUTION: A PGW 240 determines that there is a failure of a P-CSCF 310A if it cannot detect a downlink packet within a prescribed time from a time point an uplink packet was detected. If the PGW 240 has determined that there is a failure of the P-CSCF 310A, it transmits an UPDATE PDP Context Req.
