Summary:PROBLEM TO BE SOLVED: To prevent an elastic layer from being separated from a conductive adhesive layer in an interface.SOLUTION: A charging member 121 includes: a conductive support 30; a conductive adhesive layer 33 arranged on the conductive support 30 and containing a crosslinking agent having two or more functional groups which react with a halogen group, and resin having the halogen group; and an elastic layer 31 which is arranged in contact with the conductive adhesive layer 33 and contains a rubber material having the halogen group.
