Summary: | PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus which fully mix and agitate a developer to thereby cause no uneven concentration in a toner image.SOLUTION: A developing unit 100 is a device that performs developing while circulating and transporting a developer containing toner and carrier. The developing unit 100 includes a developing roller 110, a supply transportation chamber 120, an agitation transportation chamber 130, a supply transportation member 140, an agitation transportation member 150, and an agitation member 160. The agitation transportation chamber 130 is arranged adjacent to the developing roller 110, and houses a developer that is recovered from the developing roller 110 while communicating with the supply transportation chamber 120 to form a circulation transportation path for a developer. The agitation transportation member 150 and the agitation member 160 are disposed in the agitation transportation chamber 130, and configured to rotate from above to below in mutually forward direction, for transportation in transportation direction G while cooperating to agitate the developer.
