PROBLEM TO BE SOLVED: To provide a work having appropriate content to each agent together with an appropriate instruction.SOLUTION: A management device 100 includes: a participation agent determination unit 110 for determining a first agent to participate a work; a command determination unit 120 for determining a work to be executed by the first agent and a command for specifying instructions followed when the work is executed; and a notification unit 130 for notifying the first agent of the command. The command determination unit 120 includes: a temporary determination unit for determining a temporary command; an estimated time acquisition unit for acquiring an estimated time when the first agent finishes the work of the temporary command; a change propriety determination unit for comparing the estimated time with a predetermined threshold value and determining whether to change the content of the temporary command; and an optimization unit for, when it is determined to change the content of the temporary command, causing the temporary determination unit to determine a new temporary command and, when it is determined not to change the content of the temporary command, designating the temporary command as a command of which the first agent is notified. 【課題】各エージェントに適切な内容の作業を適切な指示と共に与える。【解決手段】管理装置１００は、ワークに参加させる第１のエージェントを決定する参加エージェント決定部１１０と、第１のエージェントに実行させる作業、及び、当該作業を実行する際に従うべき指示を特定した命令を決定する命令決定部１２０と、命令を第１のエージェントに通知する通知部１３０とを備える。命令決定部１２０は、仮の命令を決定する仮決定部と、第１のエージェントが仮の命令の作業を完了する予測時間を取得する予測時間取得部と、予測時間と所定の閾値とを比較し、仮の命令の内容を変更するか否か決定する変更可否決定部と、仮の命令の内容を変更すると決定した場合、仮決定部に新たな仮の命令を決定させ、仮の命令の内容を変更しないと決定した場合、当該仮の命令を第１のエージェントに通知する命令として決定する最適化部とを有する。【選択図】図３
