PROBLEM TO BE SOLVED: To provide a non-aerosol type cosmetic for hair-decoloring or hair-dyeing which offers good foam performance and applicability to the hair to which the out bath treatment or conditioner adheres to be capable of decoloring or dyeing without color unevenness.SOLUTION: A cosmetic for hair-decoloring or hair-dyeing comprising a first agent including an alkali agent, a second agent including hydrogen peroxide, and a non-aerosol foamer container discharging the mixture thereof in the form of foam, contains following components (A)-(C) in the mixture: (A) a sulfate group-containing anionic surfactant; (B) a carboxyl group-containing anionic surfactant; and (C) a polymer containing a diallyl quaternary ammonium salt as a constituting unit and of which charge density is 5.5 meq/g or more and 8.0 meq/g or less. 【課題】アウトバストリートメントやコンディショナーが付着した毛髪に対しても良好な泡性能及び塗布性を有し、色ムラを生ずることなく脱色又は染色できるノンエアゾールタイプの毛髪脱色用又は染毛用化粧品の提供。【解決手段】アルカリ剤を含有する第１剤、過酸化水素を含有する第２剤、及びこれらの混合液を泡状に吐出するノンエアゾールフォーマー容器を備え、当該混合液中に次の成分(A)〜(C)を含有する、毛髪脱色用又は染毛用化粧品。(A) 硫酸基含有アニオン性界面活性剤(B) カルボキシ基含有アニオン性界面活性剤(C) ジアリル４級アンモニウム塩を構成単位として含み、電荷密度が5.5meq/g以上8.0meq/g以下である重合体【選択図】なし
