Summary:PROBLEM TO BE SOLVED: To transfer important information which occurs at a communication terminal to a destination rapidly and successfully.SOLUTION: In a cellular M2M communication system 1 which selects any of a plurality of cellular networks (LTE cellular network, 3G cellular network, 2G cellular network) which use communication methods different from each other when a call request from an M2M communication terminal 101 is received and transfers the call request to a destination over the selected cellular network: a call importance analysis control server 114 for selecting the cellular network used for transfer of the received call request based on a reception period of a call request received from the M2M communication terminal 101 and a load state of each cellular network; and the call importance analysis control server 114 determines the type (important call/normal call) of the received call request by comparing a time difference between a reception date of the received call request and a reception date of the call request received from the same M2M communication terminal 101 the last time with a call period normal range. 【課題】通信端末にて発生した重要な情報を迅速かつ確実に宛先に伝達する。【解決手段】M2M通信端末101から呼要求を受信すると、通信方式の異なる複数のセルラネットワーク(LTEセルラネットワーク、3Gセルラネットワーク、2Gセルラネットワーク)のいずれかを選択し、選択したセルラネットワークにより呼要求を宛先に転送するセルラM2M通信システム1において、呼重要度分析制御サーバ114が、M2M通信端末101から受信する呼要求の受信周期と各セルラネットワークの負荷の状況とに基づき、受信した呼要求の転送に用いるセルラネットワークを選択するようにする。呼重要度分析制御サーバ114は、受信した呼要求の受信日時と、同じ2M通信端末101から前回受信した呼要求の受信日時との時間差を呼周期通常範囲と比較することにより受信した呼要求の種類(重要呼/通常呼)を決定する。【選択図】図1
