PROBLEM TO BE SOLVED: To provide: a front plate for a solar cell panel, capable of suppressing the occurrence of a PID phenomenon and also excellent in adhesion between a sealing material and a resin layer; a method for manufacturing the front plate for a solar cell panel; and a solar cell panel using the front plate.SOLUTION: A front plate for a solar cell panel has a glass layer and a resin layer in contact with the glass layer. The resin layer is a layer comprising the following resin (A1) or a mixture of the following resin (A2) and the following resin (A3). Resin (A1): a resin containing a hydroxyl group, a carboxyl group, and a -(COO)Agroup (where, A represents at least one cation selected from the group consisting of an alkaline earth metal ion and an ammonium ion, and n represents a valence of A) (A2): a resin including a hydroxyl group (A3): a resin containing a carboxyl group, and a -(COO)Agroup (where, A represents at least one cation selected from the group consisting of an alkaline earth metal ion and an ammonium ion, and n represents a valence of A). 【課題】ＰＩＤ現象の発生を抑制することが可能であり、また封止材と樹脂層との密着性に優れた太陽電池パネル用前面板、その製造方法及び前記前面板を用いた太陽電池パネルを提供する。【解決手段】ガラス層とこのガラス層に当接する樹脂層とを有する太陽電池パネル用前面板であって、前記樹脂層は、下記樹脂（Ａ１）、又は、下記樹脂（Ａ２）と下記（Ａ３）との混合物からなる層である太陽電池パネル用前面板。樹脂（Ａ１）：水酸基と、カルボキシル基と、−（ＣＯＯ）ｎＡｎ基（式中、Ａはアルカリ土類金属イオン、アンモニウムイオンからなる群より選ばれる少なくとも一種の陽イオンであり、ｎはＡの価数である）とを含有する樹脂樹脂（Ａ２）：水酸基を含む樹脂樹脂（Ａ３）：カルボキシル基、及び−（ＣＯＯ）ｎＡｎ基（式中、Ａはアルカリ土類金属イオン、アンモニウムイオンからなる群より選ばれる少なくとも一種の陽イオンであり、ｎはＡの価数である）を含有する樹脂【選択図】なし
