Summary:PROBLEM TO BE SOLVED: To provide a developing device that can suppress fogging.SOLUTION: A developing device includes a brush roller that has a roller body and a fiber member implanted on the outer peripheral surface of the roller body, and a toner T that has an external additive P attached to the surface. The coverage of the external additive P with respect to the toner T is 130% or more. The coverage of the external additive P with respect to the toner T is preferably less than 210%. With this coverage, filming can be suppressed. 【課題】がぶりを抑制することができる現像装置を提供する。【解決手段】現像装置は、ローラ本体と、ローラ本体の外周面に植設される繊維部材とを有するブラシローラと、表面に外添剤Ｐが付着したトナーＴと、を備えている。そして、トナーＴに対する外添剤Ｐの被覆率は、１３０％以上である。そして、トナーＴに対する外添剤Ｐの被覆率は、２１０％未満であることが望ましい。これによれば、フィルミングも抑制することができる。【選択図】図２
