Summary:PROBLEM TO BE SOLVED: To provide a luminous body using a metal substrate of high reflection aluminum, and having high luminous efficiency and necessary and sufficient insulation performance for general lighting, and to provide a lighting device including the luminous body.SOLUTION: A luminous body 1 includes a metal substrate 2 having one surface 2a of high reflection formed integrally, a plurality of face-up LED chips 3 mounted directly on one surface 2a of the substrate 2, a first translucent resin 4 containing a phosphor 18 performing wavelength conversion of a part of radiation light from the LED chip 3, and provided to cover the LED chip 3, and an electrically insulating second translucent resin 5 not containing the phosphor 18 and filling the one surface 2a of the substrate 2 so as to bury the periphery of the LED chip 3, on the side closer to the LED chip 3 than the first translucent resin 4. 【課題】高反射アルミニウムの金属基板を使用し、一般照明用として高い発光効率と必要かつ十分な絶縁性能を有する発光体およびこの発光体を具備する照明装置を提供する。【解決手段】発光体1は、高反射の一面2aが一体に形成された金属製の基板2と、基板2の一面2aに直接的に実装されたフェイスアップ型の複数個のLEDチップ3と、LEDチップ3の放射光の一部を波長変換する蛍光体18を含有し、LEDチップ3を覆うように設けられた第1の透光性樹脂4と、第1の透光性樹脂4よりもLEDチップ3側であって、LEDチップ3の周囲を埋めるように基板2の一面2a側に充填され、蛍光体18を含有しない電気絶縁性の第2の透光性樹脂5と、を具備している。【選択図】図2
