PROBLEM TO BE SOLVED: To provide a luminous body using a metal substrate of high reflection aluminum, and having high luminous efficiency and necessary and sufficient insulation performance for general lighting, and to provide a lighting device including the luminous body.SOLUTION: A luminous body 1 includes a metal substrate 2 having one surface 2a of high reflection formed integrally, a plurality of face-up LED chips 3 mounted directly on one surface 2a of the substrate 2, a first translucent resin 4 containing a phosphor 18 performing wavelength conversion of a part of radiation light from the LED chip 3, and provided to cover the LED chip 3, and an electrically insulating second translucent resin 5 not containing the phosphor 18 and filling the one surface 2a of the substrate 2 so as to bury the periphery of the LED chip 3, on the side closer to the LED chip 3 than the first translucent resin 4. 【課題】高反射アルミニウムの金属基板を使用し、一般照明用として高い発光効率と必要かつ十分な絶縁性能を有する発光体およびこの発光体を具備する照明装置を提供する。【解決手段】発光体１は、高反射の一面２ａが一体に形成された金属製の基板２と、基板２の一面２ａに直接的に実装されたフェイスアップ型の複数個のＬＥＤチップ３と、ＬＥＤチップ３の放射光の一部を波長変換する蛍光体１８を含有し、ＬＥＤチップ３を覆うように設けられた第１の透光性樹脂４と、第１の透光性樹脂４よりもＬＥＤチップ３側であって、ＬＥＤチップ３の周囲を埋めるように基板２の一面２ａ側に充填され、蛍光体１８を含有しない電気絶縁性の第２の透光性樹脂５と、を具備している。【選択図】図２
