Summary:PROBLEM TO BE SOLVED: To perform packet transfer processing so that packet loss may not occur even if an amount of input packets rapidly increases when the packets are transferred while power is saved.SOLUTION: In individual transfer processing sections 12a to 12d, individual transfer levels L0 to L3 which show that a packet transfer amount per unit time becomes large as levels become higher and that power consumption becomes larger in proportion to the size of the packet transfer amount and which have previously determined level widths, and a threshold determined in a position of a prescribed rate of each level width are set. A distribution processing section 13 includes a packet amount aggregation section 22, a change policy registration section 23, a transfer level determination section 24 and a transfer level change section 25 as change control means for performing control to change and set the level to the transfer level L2 larger than the threshold for the transfer processing section 12a whose packet transfer amount exceeds the threshold in the transfer level L1 which is set at present among the packet transfer amounts and the transfer levels, which are informed from the transfer processing sections 12a to 12d. 【課題】省電力化を実行しながらパケット転送を行っている際に、入力パケット量が急激に増加した場合でも、パケットロスが生じないようにパケット転送処理を行うこと。【解決手段】各転送処理部12a〜12dの各々に、高レベルになるに従い単位時間当たりのパケット転送量が大となり、この大きさに比例して消費電力も大となることを示し、各々が予め定められたレベル幅を有する各転送レベルL0〜L3と、各レベル幅の所定割合の位置に定められる閾値とを設定する。振分処理部13は、各転送処理部12a〜12dから通知されるパケット転送量及び転送レベルの内、パケット転送量が、現在設定されている転送レベルL1内の閾値を超えている転送処理部12aに対して、閾値よりも上の転送レベルL2に変更設定する制御を行う変更制御手段としてのパケット量集約部22、変更ポリシ登録部23、転送レベル決定部24及び転送レベル変更部25を備える。【選択図】 図1
