PROBLEM TO BE SOLVED: To provide a cosmetic for hair decoloring or hair dyeing in which discharged foam has fine texture even at low temperature, the foam retention is excellent, and the foam is hardly fallen after applied to hair.SOLUTION: A cosmetic for hair decoloring or hair dyeing comprises: a first agent containing an alkali agent; a second agent containing hydrogen peroxide; and a non-aerosol type foamer vessel for discharging a foamy mixture containing the first agent and the second agent. In the mixture, a component (A) of polyoxyethylene alkyl ether contains, the component comprising (A1) R-O-(CHCHO)-H, (A2) R-O-(CHCHO)-H and (A3) R-O-(CHCHO)-H, where Rto Reach represent a Calkyl group, nrepresents the average addition molar number of 1 to 25, nrepresents the average addition molar number of 26 to 85, and nrepresents the average addition molar number of 86 to 210. 【課題】低温時においても吐出された泡のきめが細かく、かつ泡の持続性が良好で髪に適用した後に垂れ落ちしにくい毛髪脱色用又は染毛用化粧品の提供。【解決手段】アルカリ剤を含有する第１剤、過酸化水素を含有する第２剤、及び第１剤と第２剤を含有する混合物を泡状に吐出するためのノンエアゾールタイプのフォーマー容器を備え、当該混合物中に成分(A)を含有する、毛髪脱色用又は染毛用化粧品。(A) 次の(A1)、(A2)及び(A3)を含むポリオキシエチレンアルキルエーテル(A1) Ｒ1-Ｏ-(ＣＨ2ＣＨ2Ｏ)n1-Ｈ(A2) Ｒ2-Ｏ-(ＣＨ2ＣＨ2Ｏ)n2-Ｈ(A3) Ｒ3-Ｏ-(ＣＨ2ＣＨ2Ｏ)n3-Ｈ〔Ｒ1〜Ｒ3はＣ10-24アルキル基を示し、ｎ1は１〜25、ｎ2は26〜85、ｎ3は86〜210の平均付加モル数を示す。〕【選択図】なし
