PROBLEM TO BE SOLVED: To provide a driving characteristic determination system capable of determining characteristic of driving by a driver with high accuracy based on surrounding images imaged by a camera loaded on a vehicle.SOLUTION: The characteristic of a user's driving of a vehicle 1 is determined based on surrounding images imaged by a vehicle loaded camera 2. A vehicle loaded communication device 10 transmits information obtained from: a vehicle loaded camera 2; a vehicle speed sensor 3; an acceleration sensor 4; and a GPS receiver 5, etc. to a driving characteristic determination device 40. The driving characteristic determination device 40 determines the driving characteristic by determining a condition for vehicle speed of the vehicle 1 based on the imaged images by the vehicle loaded camera 2 received from the vehicle loaded communication device 10 and determining according to whether or not the determined conditions are fulfilled.
