PROBLEM TO BE SOLVED: To reduce a load to collect a working state from a small radio base station and to optimize communication quality.SOLUTION: In a radio network monitoring system, a radio network monitoring device collects working states from a plurality of small radio base stations. The radio network monitoring system comprises a representative small radio base station (primary AP) that belongs to a group made up of all or part of the plurality of small radio base stations, receives respective working states from other small radio base stations (secondary AP) in the group, and aggregates the received working states and the working state of itself to transmit the aggregated working states to the radio network monitoring device by use of a fewer number of packets. The radio network monitoring system appoints a small radio base station with an excellent communication state to the representative small radio base station on the basis of the working states. 【課題】 小型無線基地局からの稼働状況の収集の負荷を低減し、通信品質を最適化する。【解決手段】 無線ネットワーク監視装置が複数の小型無線基地局から稼働状況を収集する無線ネットワーク監視システムであって、前記複数の小型無線基地局の全部あるいは一部から構成されるグループに属し、前記グループ内の他の小型無線基地局(Secondary AP)からそれぞれの稼働状況を受信し、前記受信した稼働状況と自小型無線基地局の稼働状況を集約して少ないパケット数で前記無線ネットワーク監視装置宛に送信する代表の小型無線基地局(Primary AP)を備え、前記稼働状況に基づき通信状態の良い前記小型無線基地局を前記代表の小型無線基地局とする。【選択図】 図２
