PROBLEM TO BE SOLVED: To minimize degradation of service quality of a wireless terminal due to imposition of an improper NAS back-off time.SOLUTION: A controller (300) includes a control section (301) and a notice section (302). The control section (301) is configured to determine the timer value of a NAS back-off timer (110), arranged in a wireless terminal (100) for suppressing transmission of a NAS request message, between a lower limit time and an upper limit time. The notice section (302) is configured to notify the wireless terminal (100) of the NAS back-off timer value thus determined.
