Summary: | PROBLEM TO BE SOLVED: To provide a composition for a secondary battery electrode, which shows no fluctuations depending on lots and excellent storage stability and supply stability, a secondary battery electrode excellent in electrode adhesiveness and electrode flexibility, and a lithium ion secondary battery excellent in battery characteristics such as cycle characteristics.SOLUTION: A water-soluble binding composition for a secondary battery, which uses a water-soluble synthetic polymer (a) and a particulate polymer (b) that comprises a fluorine-based resin having a repeating structural unit expressed by general formula (1) shown below and is substantially insoluble with water.
