Summary:PROBLEM TO BE SOLVED: To provide a method of manufacturing a polishing tool, which enables manufacture of the polishing tool enhancing polishing capability on an outer peripheral side with respect to an inner peripheral side by changing an air bubble content in a radial direction, without the need for a complicated step.SOLUTION: A method of manufacturing a polishing tool includes: a powder charging step of charging polishing material-containing powder 1 into a molding tool 10 that comprises a cylindrical diameter-reducible transverse punch 13 having openings 17 and 18 formed at both ends, and lower and upper dies 11 and 12 for sealing the openings 17 and 18, respectively; and a powder compression step of compressing the powder 1 by applying a radial force to the transverse punch 13 and reducing the diameter of the transverse punch 13. 【課題】気泡の含有率を径方向において変化させることで内周側に対して外周側の研磨能力を高めた研磨工具を、複雑な工程を要することなく製造可能な研磨工具の製造方法等を提供する。【解決手段】両端に開口17、18が形成された筒状をなす縮径可能な横パンチ13と、開口17、18をそれぞれ封止する下ダイ11及び上ダイ12とからなる成形型10に、研磨材を含む粉体1を投入する粉体投入工程と、横パンチ13に径方向の力を加え、横パンチ13を縮径させることにより粉体1を圧縮する粉体圧縮工程とを含む。【選択図】図1A
