Summary:PROBLEM TO BE SOLVED: To provide an image processing apparatus for monitoring capable of effectively determining, as a disturbance, a region changed by a headlight for which it is difficult to avoid a false report, and internally correcting unwanted detection before alarm generation, so as not to generate an alarm.SOLUTION: A disturbance determination section includes: a ferret diameter confirmation part for acquiring a circumscribed rectangle of a change region; a block division part for dividing the circumscribed rectangle into a plurality of blocks; a block contrast measuring part for computing a contrast value for each of the plurality of blocks; a light source position calculation part for searching for a contrast peak block on the basis of the contrast values and determining the block as a light source; a road area collation part for determining whether the light source belongs to a road area; and a headlight determination part for determining, on the basis of a predetermined condition, whether the light source is caused by a headlight. 【課題】誤報回避が困難であったヘッドライトによる変化領域を効果的に外乱と判定し、不要検知を発報以前に内部で修正して発報に至らないように対処することができる監視用画像処理装置を得る。【解決手段】外乱判定部は、変化領域の外接矩形を取得するフェレ径確認部と、外接矩形を複数のブロックに分割するブロック分割部と、複数のブロック毎の濃淡値を計算するブロック濃淡計測部と、濃淡値に基づき濃淡頂点ブロックを探査し、光源と判断する光源位置算出部と、光源が道路エリアに属するか否かを判定する道路エリア照合部と、光源について、所定の条件に基づき、ヘッドライトによるものなのかどうかを判定するヘッドライト判定部とを備えた。【選択図】図2
