PROBLEM TO BE SOLVED: To support storage and supply of goods according to the intention of a municipality on the assumption of a change in situation in response to the passage of time before and after the occurrence of disaster.SOLUTION: A storage and supply management device estimates the required quantity of stored goods as processing of a phase before the occurrence of disaster, and the lack in the actual quantity of stored goods with respect to the estimated required quantity is supplied by bidding to local traders. The storage and supply management device further calculates the urgently required quantity of stored goods on the basis of the number of evacuees actually taking refuge in shelters as processing of a phase after the occurrence of disaster and before recovery from the disaster. The lack in the actual quantity of stored goods with respect to the urgently required quantity is supplied by making nomination to non-local traders.
