Summary:PROBLEM TO BE SOLVED: To supply developer, such as toner, inexpensively with high accuracy.SOLUTION: In a color image forming apparatus 1, developing units 62K, 62M, 62C, 62Y apply toner stored in developing units 73K, 73M, 73C, 73Y to photoreceptors 71K, 71C, 71M, 71Y with electrostatic latent images formed thereon according to image data, to form a toner image. A controller 90 calculates toner consumption for each page from a printing rate of the image data, and controls toner to be supplied from toner housing units 75K, 75M, 75C, 75Y to the developing units 73K, 73M, 73C, 73Y on the basis of the toner consumption so that the amount of toner in the developing units 73K, 73M, 73C, 73Y may be kept at a target toner amount, which is the amount of toner for the developing units 62K, 62M, 62C, 62Y to form the toner image of a predetermined size at a predetermined printing rate.
