Summary:PROBLEM TO BE SOLVED: To provide: a light guide plate that can reduce adverse effects due to a light scattering part as much as possible while satisfactorily securing characteristic features, such as flexural stiffness and weather resistance, without causing any unnecessary increase in weight; and a surface light-emitting device.SOLUTION: A light guide plate includes: a resin plate 11; glass plates 12 respectively closely secured via an adhesive layer 14 to both surfaces of the resin plate 11; and a light scattering part 13 to guide light propagating inside the resin plate 11 and the glass plate 12 to the exterior. The light scattering part 13 is formed on the surface of one of the resin plate 11 and the glass plate 12, and is covered with the adhesive layer 14.
